Private Sector Housing Manager Job – West Midlands

We are seeking an experienced Private Sector Housing Manager to lead a local authority housing standards and enforcement service in the West Midlands.

This is an excellent opportunity for a housing professional with experience in private sector housing, landlord enforcement, HMO inspections and housing standards compliance to take a leadership role within a local authority.

You will manage a team responsible for improving private rented housing conditions, tackling rogue landlords, addressing damp and mould, enforcing housing legislation and bringing empty properties back into use.

The successful candidate will have strong knowledge of the Housing Act 2004, Housing Health and Safety Rating System (HHSRS) and relevant housing enforcement procedures.

The initial contract is 3–6 months, with a likely extension.

Key Responsibilities

• Lead, manage and develop the Private Sector Housing team.
• Oversee HHSRS assessments, property inspections and HMO licensing and enforcement.
• Ensure landlords address housing hazards, including damp, mould and other unsafe living conditions.
• Manage complex housing enforcement cases and serve statutory notices where required.
• Work with Legal Services on prosecutions, court proceedings and housing enforcement tribunals.
• Identify empty properties and support initiatives to bring them back into residential use.
• Ensure council-owned accommodation meets relevant housing standards, compliance and safety requirements.
• Monitor Disabled Facilities Grants (DFGs) and housing adaptation services.
• Build strong working relationships with landlords, letting agents, tenants and partner organisations.
• Ensure housing enforcement activity complies with current legislation and local authority procedures.

Essential Experience and Skills

To be considered for this Private Sector Housing Manager contract, you will need:

• Experience in private sector housing, preferably within a local authority.
• Previous experience managing or supervising a housing team.
• Strong knowledge of the Housing Act 2004, HHSRS and relevant housing legislation.
• Practical experience of HMO inspections, property assessments and housing standards enforcement.
• Knowledge of statutory notices, landlord compliance and formal enforcement procedures.
• Experience managing complex cases and working with legal services.
• Strong leadership, communication, negotiation and problem-solving skills.
• A full UK driving licence and access to a vehicle for business use.
