We are currently recruiting for an experienced Housing Enforcement Officer to join a Local Authority’s Private Sector Housing team on an initial 3-month rolling contract, paying £50 per hour.
The successful candidate will be responsible for investigating and taking enforcement action against poor-quality and non-compliant private rented accommodation, with a strong focus on HMO enforcement, HHSRS and housing standards.
Key Responsibilities
- Undertake HHSRS inspections and risk assessments of private sector housing.
- Investigate complaints relating to serious disrepair, housing conditions, overcrowding and housing-related nuisance.
- Draft schedules of work and prepare and serve statutory notices.
- Undertake enforcement action against landlords, including civil penalties, prosecutions and rent repayment orders.
- Investigate cases of harassment and unlawful eviction and take appropriate enforcement action.
- Process and enforce Mandatory and Additional HMO Licensing requirements.
- Inspect HMOs and ensure compliance with licence conditions and HMO Management Regulations.
- Prepare enforcement cases and provide evidence at First-tier Tribunal and Magistrates’ Court where required.
- Work alongside other departments and partner agencies to identify and tackle problematic landlords and unlicensed HMOs.
Requirements
The ideal candidate will have:
- Strong experience within Private Sector Housing enforcement.
- In-depth knowledge of HHSRS, Housing Acts and HMO legislation.
- Experience undertaking housing inspections and risk-based enforcement.
- Experience preparing enforcement cases and serving notices.
- Knowledge and experience of HMO Licensing, including Mandatory and Additional Licensing.
- Experience dealing with illegal eviction / harassment cases would be highly beneficial.
- Experience giving evidence at Tribunal or Magistrates’ Court.
- A full driving licence and access to a vehicle for work purposes.
