Overview
Stonehouse Recruitment is working with a Local Authority in the Home Counties seeking an experienced Housing Enforcement Officer to support their Private Sector Housing function.
This role is focused on driving up standards across the Private Rented Sector through proactive enforcement, regulatory intervention and professional case management.
Key Responsibilities
Deliver Private Sector Housing and Licensing functions in line with current housing legislation and local authority procedures.
Manage a varied enforcement caseload, including:
Disrepair complaints
HMO enforcement and licensing breaches
Illegal eviction and harassment
Unlicensed properties
Carry out property inspections using the Housing Health and Safety Rating System (HHSRS).
Draft and serve statutory notices.
Prepare legal case files and represent the Local Authority in court or at Tribunal where required.
Work collaboratively with internal departments and partner agencies to ensure compliance.
Provide advice and guidance to landlords and stakeholders.
Identify safeguarding concerns and ensure appropriate referrals are made.
Support service improvement initiatives and contribute to team performance.
Essential Requirements
Qualifications
HHSRS qualification (essential)
Evidence of continuing professional development
Experience & Skills
Demonstrable experience enforcing housing legislation within a Local Authority
Strong working knowledge of HHSRS, HMO licensing and wider housing enforcement powers
Experience preparing prosecution files and attending court
Ability to interpret legislation and apply it practically
Strong written and verbal communication skills
Full UK driving licence
